I understand from Mr. Woolley,
the Packet agent, that very few—
or better, are forwarded through this
Office (on an average
about ten
a week) the merchants preferring to send their letters through the Japanese Post Office to their Agents at Shanghai, or to take advantage of private steamers. Now that the rates of postage chargeable at the Japanese Port office are less than those at the British Post Office residents will be still less likely to avail themselves of this Agency.
Mr. Woolley further informs me that the amount of unpaid postage
on letters sent through Hongkong and collected at this office is very
small, roughly averaging about forty dollars a month.
The sale of stamps is likewise but trifling.
The only complaint about his letters having been mis-carried has been brought to his notice, and that is now being investigated by him. Complaints of any other sort have
not been made to me, nor am I aware
of any complication or losses having arisen.
In conclusion, I have to say that the management of the Post office here is satisfactory.
